关于提升铁路车站货细编制管理的对策

铁路车站货运管理细则(车站货细)是铁路车站货运工作组织的基本规章,是铁路基层站段技术管理的重要内容之一。在分析车站货细编制与管理现状的基础上,针对车站货细日常编制管理中在基础设施技术资料信息、编制内容、编制管理要求、质量评价监督制度等方面存在的问题,提出提升车站货细编制管理的对策,即健全货装基础设施技术资料管理应用,加大车站货细审核签发力度,明确车站货细编制管理要求,定期开展修订整治完善工作,构建车站货细质量评价指标体系,加强车站货装人材队伍培养建设等,以有效推动铁路运输安全管理水平。

A Study on the Strategies to Improve Compilation of Freight Management Rules and Regualations for Railway Stations

Freight Management Rules and Regulations for Railway Stations(hereinafter referred to as the regulations)are the basic rules on freight organization and the important contents on technical management at the railway stations and sections at the primary levels.Based on an analysis of regulation compilation and management,to address the existing problems in terms of data on infrastructure and technology,contents,requirements and evaluation and supervision,this paper puts forward the strategies to improve compilation of the regulations:upgrading management of the technical data on freight infrastructure,strengthening examination and approval on the regulations,making specific requirements on compilation of the regulations,implementing regular revisions,establishing a quality evaluation system and promoting personnel training,which are expected to facilitate making improvement in railway transportation safety.
