| 摘 要： | 发达国家的经验表明，道路运输的发展水平是衡量一个国家经济发展水平的重要标志。“十二五”期间黑龙江省道路运输发展迅猛，公路网规模稳步增长，国道网布局愈加完善，农村公路水平显著提高。文中从行业改革、道路运输在综合运输体系的基础性作用、法律建设和运输服务结构等方面对黑龙江省道路运输监管体系进行分析，剖析黑龙江省道路运输监管现状。

| Abstract: | The developed country’s experience shows that the development of road transportation is an important symbol to measure a country's economic development level ."12th Five‐Year" in Heilongjiang Province during the rapid development of road transport , the steady growth of the scale of highway network ,highway network layout more perfect ,significantly improve the level of rural highway .From four aspects of industry reform , road transport in the comprehensive transportation system , legal construction and transportation service structure ,the road transport regulation in Heilongjiang province w as analyzed . |
