航路网络规划技术研究综述

航路网络的科学规划是缓解空中交通运输量持续增加导致航班大面积延误以及安全运行压力增大的有效手段.将当前航路网络规划研究技术分为3大类:采用最优化问题求解思想的局部航路网络优化技术、改变现行管制方式的全局航路网络优化技术,以及新型的高速航路规划技术.文中阐述了每类航路网络规划技术的实施原理、存在的优缺点及不同环境下的适用性,总结现存航路网络规划技术的3个薄弱方面:节点交通流特征的深入认识;管理层和航空器用户飞行路径选择的交互作用;交通规划理论及路面交通研究成果的更多借鉴,并指出未来航路网络规划技术发展方向将是局部规划和高速航路规划技术并存. 

A Review of Air Transportation Network Planning Methods

Planning of air transportation network （ATN） is aimed to reduce flight delays and safe operation of air transportation, under the pressure of increasing air traffic. In this paper, various ATN planning techniques are summa- rized into the following three categories： （1） local ATN planning with optimization technology; （2） global ATN planning through improving the existing control methods; （3） new ATN planning technology using high-speed airway. The basic principles, advantages, disadvantages and applicability of the planning are presented, and the three issues of the current ATN planning techniques are summarized. Finally, this paper puts forward that the future ATN planning would be a combination of local planning and high-speed airway planning.
