| 摘 要： | 从海战场电磁环境的复杂性、电磁频谱资源的重要性及电磁频谱资源管理的紧迫性等多个方面阐述了建立海战场电磁频谱管理系统的必要性。阐明了海战场电磁频谱管理系统的任务和总体组成框架,各组成单元的功能,管理原则及与其他系统之间的关系等,为构建我国海战场未来电磁频谱管理体系提供参考。
