对《铁路建设项目总价承包标准施工招标文件补充文本》有关问题的理解与思考

2008年《铁路建设项目单价承包等标准施工招标文件补充文本》的发布，进一步规范了工程施工招标程序，提高了招标工作质量，同时对加强工程合同管理、控制工程造价、提高工程质量起到重要作用。但在使用过程中发现，《铁路建设项目总承包标准施工招标文件补充文本》部分条款还存在一些操作困难和容易产生歧义的内容。为增强施工招标文件的可操作性和实用性，故对评标办法中关于不平衡报价、降造费及安全生产费方面的条款进行分析，并提出修改建议。
