| 摘 要： | 日前，在黑龙江海事局的主动参与和积极推动下，船舶防污染设备配备、应急措施和港口船舶溢油应急能力建设、强化防污染监管等强制性规定被写入《黑龙江省松花江流域水污染防治条例》（以下简称《条例》），并在黑龙江省第十一届人大常委会上通过。黑龙江海事部门被纳入黑龙江省水污染防治执法主体。
