| 摘 要： | 分析城市轨道交通政府和社会资本合作(public-private partnership,PPP)项目涉及的风险因素,并从PPP项目风险分担机制设计要求的合理性、可行性、动态性出发,以风险分担与控制力、收益匹配为原则,对杭州地铁5号线PPP项目的风险分担方案进行设计研究,重点分析项目在融资、设计、建设、运营等方面面临的风险,并设计合理的风险分担机制,将PPP项目的总风险降低至可控范围,进而取得合作共赢。

| Abstract: | The risk factors of public-private partnership (PPP) projects in urban rail transit are analyzed.The rationality,feasibility and dynamism of the risk-sharing mechanism for the PPP project are emphasized.The design of the risk-sharing scheme for PPP project of Hangzhou Metro Line 5 is examined in line with the principles of matching the ability in sharing and control of risks to obtain returns on investment,with the focus put on the risks in financing,design,construction and operation of the project.A reasonable risk-sharing mechanism should be able to reduce the total risks to a controllable level and aim at achieving a win-win cooperation. |
