构建山东半岛地区铁路网

区域性的城际铁路是我国城市群地区综合交通体系的薄弱环节,也是当前的发展热点。分析了山东半岛综合交通体系存在的问题,根据山东半岛城市群社会经济发展规划和区域城镇体系规划,参考国内外发达城市群地区的轨道交通体系,在客运量预测的基础上,提出了山东半岛地区铁路网的建议方案,并对线路的技术标准进行了研究。对山东半岛地区铁路的立法保障、与其它公共客运系统的整合规划、管理体制、投融资体制等提出了建议。

Regional Railway Network Planning on Shandong Peninsula

Regional railway development is a weak point in China's urban comprehensive transportation system, which is also the general focus of China's railway network improvement. By studying Shandong Peninsula's comprehensive transportation system,this paper argues that the railway density in Shandong is too low, especially the regional railway needs to be developed. Referring to the comprehensive transportation system in the developed countries, at the same time based on Shan Dong Peninsula's social and economic plan, the urban master plan and the passenfer forercast, this paper discusses the network map, the technological standards, and the enforcement scheme of Shandong Peninsula's regional railway. Additionally, some other related suggestions for the development of the peninsula's regional railway are also given, including legislative protection, administrative system, integration planning, sevice level, investment and financing system.
