浅议我国立法权限体制的现状及完善

2000年我国颁布实施了《立法法》,将我国的各级立法制度予以规范,然而我国的立法状况仍旧是不容乐观,存在着很多的问题。不仅仅是法定制度上存在着缺陷,即使是规定明确的内容也存在有法不依的情况,我们必须在此基础上进行完善,进一步规范我们的立法权限体制,完善各级立法,真正做到有法可依,最终实现我们的"依法治国"的宪政理念。

On the Current Situation and Its Perfection of the Legislative Competence System of China

In 2000,China issued and implemented the Law of Legislation,which makes a regulation at each level of Chinese legislative system. However,the legislative situation of China is still not optimisfic with many problems existing. There exist a series of defects not only in the legislative system,but also the stipulated content. Therefore,it is urgent to standardize our legislative competence system,to perfect the legislation at all levels,to realize everything according to Law,and eventually make the concept of running the country by the law come true.
