收费公路与非收费公路统筹发展政策探讨

摘    要:新时期我国公路建设发展遇到了很多新问题,建立收费公路与非收费公路统筹发展机制成为公路发展面临的新任务,其中探讨收费公路"低标准、长期限"政策是建立公路网统筹发展新机制的关键.从理论与现实两方面分析实施该政策的合理性与迫切性,从着眼于未来公路网发展建、管、养资金需求与供给角度剖析落实该政策的可行性,给出实施"低标准、长期限"的核定方法并进行粗略测算.该研究对探讨落实"低标准、长期限"政策具有一定的借鉴意义.

Abstract:Nowadays Chinese roads construction and development has encountered lots of new problems, including establishing coordinated development mechanism for toll roads and non-toll roads. It is the key of coordinated development mechanism to execute "low-standard, long-term" new toll roads policy. It analyzes rationality and impendency of new policy implement from both theory and reality, and discusses new policy feasibility from funds supply and demand of road net construction, manage- ment, maintenance, then presents the method for measuring "low-standard, long-term". At last, a case study is included to demonstrate applicability of the method proposed. The research method provides some useful references for implement of "low-standard, long-term" policy.
