| 摘 要： | 对于工程招投标的招标方来说,以最合理的低价中标是工程质量得以保证和投资合理利用的最佳契合点.合理低价中标不是保证中标价为最低价,而是既能够保证工程造价的有效降低,也能保证中标单位正常运转并且获取一定利润,还能确保建筑工程的保质保量如期完成,达到双赢的局面.因此以复合标底作为评标基准价是现行体制下最为理想的选择.

| Abstract: | For tenderee in project bidding, winning bid with the most reasonable low price is the best way to guarantee quality and use the investment rationality. Tender with reasonable low price is not guaranteeing to win the bid with the lowest price, but guaranteeing to ensure the effective re- duction of project cost and the normal operation of the successful tenderer and obtain a profit, as well as ensure the quality and quantity of construction work completing on schedule, and finally achieve win-win situation. Therefore, taking composite base price as bidding evaluation base price is the most ideal choice under the current system. |
