建设工程评标方法的制定及其发展目标

分析现行评标办法的利弊,通过“经评审的最低投标价法”评标办法在我国实施以来出现的问题,剖析其原因,结合我国目前市场环境以及荆州市市政基础设施工程项目中招标的实践经验,提出“合理低价法”的评标办法,同时逐步采取措施,建立健全的市场管理体制,将评标改革的目标向“经评审的最低报价法”过渡,与国际惯例接轨。

the paper analyzes the advantages and disadvantages of the existing standard evaluation method. Through the problem occurred since the standard evaluation method “the lowest tendering price method by approval” is implemented in China, and analyzes the cause. At the same time, in the combination with the present market environment in China and the practical experience of tendering in Jingzhou municipal infrastructure construction project items the paper puts forward a standard evaluation method of “reasonable and lower price method”. At the same time, it should gradually take a measure, establish perfect market management system so as to transit the objective of standard evaluation formation into “the lowest tendering price method by approval” and connect with international convention.
