| 摘 要： | 文中通过分析一则造船厂向海事主管机关申请PSPC豁免不成功的案例，对造船厂在履行PSPC豁免中存在的主要问题进行了理解和探讨，梳理了我国船舶建造业监管体制下多个主管部门的管辖情况，提出了有效运用公约合理规避PSPC标准的参考建议。 |

| Abstract: | This article analyzes a failure case of the shipyard applying for PSPC exemption of new ships to Maritime Safety Administration （MSA）. Then it explains and analyzes problems in implementation of PSPC by the shipyard. Meanwhile the article presents the status of multi-jurisdiction of shipbuilding industry in China. Some detailed suggestions are made for concerned parties to exempt PSPC through Circular 1247 reasonably. |
