| 摘 要： | 发展现代交通业，实现交通发展方式的根本转变，关键在于人才，在于拥有人才并用好人才。交通行业面对人才短缺尤其是高层次科技领军人才稀缺问题，用好人才显得尤为重要。树立和落实科学发展观，体现在人才工作上关键是要树立和落实科学的用人观，应高度重视高层次人才使用不当与使用过度的突出问题。
