城市轨道交通运营是一项重要的社会公益服务,具有明显的效益外部化特征。为保障城市轨道交通行业的健康发展,政府行业主管部门需要围绕运营安全、效率与服务等实施有效的监管。根据行业自身特点和发达国家城市轨道交通管理经验,可以引入第三方咨询机构的监管模式。政府通过第三方的评估和认证,实施对城市轨道交通运营的科学、有效和常态化的监管。

Operation Supervision in Urban Mass Transit System

The operation of urban mass transit plays a very important role in social public service,and it has obvious characteristic of external benefits.To guarantee the sustainable development of urban mass transit,the local governments and the related operating administration should implement effective supervision on operating safety,efficiency and service quality.Taking into account the characteristics of urban mass transit and experiences in western developed countries,this paper argues that it is feasible for government to effectively supervise operating companies by introducing the third-party certification.
