摘    要:介绍了超大型油船"弗伦特佩奇"号在锚地碰撞搁浅的事故和救助经过,认为其原因是港口当局没有安排好适宜的出港时间,该船船长对超大型船舶的操纵性能缺乏应有的认识和实践且没有尽责等,得出驾引人员在进出港前要充分熟悉港口航道锚地等情况的结论。

Abstract:This article introduces the process of accident and rescue happened on M/T "Front Page" when she intended to drop anchor at Xia Zhi Men anchorage of Ningbo port. The main reasons are captain's lacking responsibility and knowledge and skill about VLCC. In addition, port authorities had to take some responsibility for the accident in respect of arrangement of departure time for a VLCC was still under state of deep draft. Seafarers should be capable of knowing port regulation, fairway, anchorage etc. And authorities also should be more professional, reasonable and considered in port management for the safety of navigation.
