摘    要:通行能力是道路交通工程的重要参数。特别是在恶劣天气条件下,交通组织管理需要准确的通行能力数据支撑。基于上海市快速路监控中心采集存储的海量交通数据,结合气象局发布的天气状况信息,提取出恶劣天气条件下快速路的交通流参数。根据气象数据对交通流参数关系的影响程度,对气象条件进行了分级。提出了基于交通流模型拟合的通行能力计算模型,计算并标定了不同气象等级下通行能力的折减系数。

Abstract:Capacity is a very important parameter for traffic engineering. Under adverse weather conditions, capacity data are critical to traffic management. Based on the mass data stored in Shanghai Urban Expressway Administration Center and on weather condition information, traffic flow parameters under bad weather conditions are extracted. Weather conditions are also graded according to their impact levels. Consequently, a model to calculate the traffic capacity is established based on traffic flow model fitting. The reduction coefficients for traffic capacity in different weather conditions are calculated and calibrated.
