| 摘 要： | 文中结合2014年交通运输节能减排专项资金补助政策的新变化,分析省级层面对专项资金申报、审核及使用管理环节存在的问题,提出了企业申报的规范化流程及完善专项资金管理制度的建议,为企业申报补助资金,政府部门加强交通运输节能减排专项资金监管提供参考。

| Abstract: | Based on the changes of special financial funds policy for energy conservation and emission reduction of transportation industry in 2014, this paper analyzed the problems existing in special funds management in terms of application, auditing and using process at the provincial level. Then the paper puts forward a standardization application process for the transportation enterprise and some advices for improving the special funds management system.In conclusion, this paper provides some guidance for the enterprises in applying for special funds and for the government departments to strengthen the regulation of energy conservation and emissions reduction special funds. |
