对实现崇明三岛防汛联动的思考

随着行政区划的调整,长兴、横沙两个岛划为崇明行政管辖,形成了三个相对独立、互不相连的区域,现在崇明的防汛不仅是上海防汛的重中之重,而且是上海防汛的险中之险。该文在介绍崇明的地理位置特点、汛期主要灾害、现有防汛工程体系及防汛矛盾的基础上,着重从全面落实防汛责任、科学解决崇明开发建设中建设主体和防汛后续保障间的联动问题等五个方面论述了对实现崇明防汛三岛联动的思考。

On the basis of introducing the geographical position characteristic of Chongming, main disasters of flood period, the existing flood control engineering system and the flood control contradiction, the article discuses the deep thinking to realize the three-island flood control joint action of Chongming emphatically from five aspects of overall fixing the flood control responsibility, scientifically solving the joint action problems between the main construction and the flood control follow-up guarantee in the development and construction of Chongming.
