Discussion on Indicator Control Method in District-level Sponge City Construction Planning

Aiming at the key links of control unit division and indicator decomposition in district-level sponge city construction planning, the minimum control unit and the control indicator source-system two-stage decomposition system are proposed. The case of Hongkou District in Shanghai shows that the minimum control unit can effectively connect the source plot, control planning unit and drainage system. The control indicator source-system two-stage decomposition system can effectively reflect the contribution of systematic engineering in the sponge indicators, and reasonably reduce the pressure on source project to meet standards.
