Along with the modern administration function expansion,the administrative organ had more and more many free,how prevented free is abused has become the administrative jurisprudence research the important topic. This paper describes the form and its necessity of free decision in maritime administration,points out the problems existed in maritime administration involving the free decision and provides some relevant measures to regulate and control the free judgment.
