基于和谐管理理论的铁路工程供应链管理研究

研究目的:针对项目法人责任制下大型铁路建设项目绩效低下的现状,研究如何构建合理的工程供应链管理模型,实现项目公司与各个利益相关方的有效协调,充分发挥各利益相关方的积极性和潜能来提高大型复杂建设项目的绩效,实现工程供应链战略目标。研究结论:本文构建了大型铁路建设工程供应链下实施和谐管理的模型,在此模型下,工程供应链的组织可以借助控制机制(谐则)与演化机制(和则)的耦合实现项目层的和谐主题——"六位一体"的绩效目标;同时,在战略层面上,供应链组织对项目满意度的反馈、调整机制及其需求的长期性与稳定性,能确保和谐主题与项目绩效之间相互作用、循环改进,不断地提高铁路建设项目绩效。

Research on the Efficiency Improving Mechanism of Railway Construction Project Based on the Theory of HeXie Management

Research purposes:In the System of Construction Project Legal Person Taking Responsibility,the performance of the large-scale railway construction is inefficient.In order to make the project company and various stakeholders communicate effectively,give full play to the enthusiasms and potentials of stakeholders to improve the performance of the projects,then achieve the supply chain’s strategic objectives,this paper researched how to build a reasonable model for supply chain management. Research conclusions:This paper developed an HeXie management model of the large-scale railway construction based on supply chain.On this model,the organization of the engineering supply chain can achieve the HeXie theme—the "six in one" performance goal by the control mechanism and evolution mechanism.Meanwhile,the satisfaction degree of the feedback,adjusting mechanism,their long-term and stable demands from the organization of the supply chain,can ensure interaction and circulation improvement between the HeXie theme and project performance,then improve the performance of railway construction project constantly.
