铁路建设项目工程物资管理有关问题的探讨

研究目的:针对当前铁路建设项目甲供、甲控等主要物资设备在招标采购、价差调整等环节的管理或组织方式,从工程成本的角度进行分析,指出存在的现实问题及对策。研究结论:工程物资分类管理与招标采购,有利于形成竞争,降低成本,但目前存在的物资类别界定不到位以及现行成本结算体系造成的部分类别材料成本风险高企引发的连带问题,应进一步加强研究和解决,以促进我国铁路高质量健康持续发展。

Discussion on Problems Related to Engineering Materials for Railway Construction

Research purposes:Aiming at the problems in the management and organization modes for bidding of the main materials and equipments supplied and controlled by the owner and regulating their differential pricers,this paper analyzes these problems from the angle of the construction cost and offers the relative countermeasures for them. Research conclusions:The sorting management and bidding of the engineering materials are good for the market competition and lowering the construction cost.However,the high risk of the high price of the some engineering materials caused by the unclear sorting of the engineering materials and by the current settlement systems needs to be further researched and solved in order to promote the healthy and sustainable development of the high-speed railway in China with high quality.
