交通环境监测预警体系构建

文章分析了交通环境监测预警存在问题,指出目前交通环境监测预警存在的主要问题是交通环境监测预警体系的欠缺;构建了交通环境监测预警体系,即基础支撑体系、技术保障体系、环境管理体系和社会参与体系。建立交通环境监测预警体系能够做到全面反映环境质量状况和变化趋势,及时跟踪污染源污染物排放的变化情况,尽可能地准确预警和及时响应各类环境突发事件,满足交通环境管理和安全管理的需要,将交通环境安全系统保持在可持续发展的结构状态。

Construction of Traffic Environmental Monitoring and Early-Warning System

This article analyzes the existing problems of traffic environmental monitoring and early warning and points out what the main problem is shortage of traffic environmental early warning system. This article construct a traffic environmental monitoring and warning-system which include four sub-systems：the foundation support system,the technical support system, the environmental management system and the society participation system.The establishment of traffic environmental monitoring and early warning system can fully reflect the environmental quality,environmental tendency and track the changes of pollution emission in time, do its best to make accurately early warning in time and timely respond to all kinds environmental accident meet the needs of traffic environmental management and safety management and keep the traffic environmental safety system in a sustainable development structure condition.
