摘    要:构建一种基于管制员负荷的空域容量评估模型,以实现对空域容量的有效评估.在以往研究的基础上重新界定了管制员负荷的标准,提出了指挥余度、必要指令点、指令周期等概念.根据容量评估的基本流程,以管制员的工作负荷作为空域容量的限制,构建出新的空域容量评估框架.以西安进近空域为例进行空域容量评估,取得与实际非常接近的结果,证明方法的有效性.

Abstract:This article established an airspace capacity model based on air traffic controller workload to obtain the precise capacity of the airspace,while the controller workload is becoming the bottleneck of the airspace capacity.The article started with a new definition of the controller workload based on the previous research,and conceptions as instruction redundancy,necessary instruction point,instruction circle etc were presented.A new frame for the assessment of airspace capacity was constructed,which follow the standard procedure of capacity assessment and took the controller workload as the restriction.The article take Xi'an approach airspace as an example to test the model and reach a very close result to the reality,by which the validity of the method is tested.
