地铁快线建设效果对规划的启示 ——以深圳地铁 11 号线为例

摘    要:针对目前国内大城市轨道快线规划建设过程中出现的快线规划目标与建设效果不一致的问题,通过梳理 深圳城市轨道交通快线规划建设情况,以深圳地铁 11 号线为例,从快线对城市空间结构、沿线职住与开发的影 响以及快线网络连通性、快线建设标准与效果等方面进行剖析,得出结论:11 号线的建设运营推动城市西漂, 优化沿线用地性质,强化组团连接,加速网络融合,实现中心城区与机场 30 min 通达,发挥快线对城市的融通发 展作用。以此为基础进行分析研究,提出建议:城市轨道交通快线规划建设应与城市规划空间结构相匹配,与城 市开发建设同步,快线应重视网络衔接,快线建设标准亟待完善并应具有约束性,这为深圳以及其他城市轨道交 通快线建设的发展提供思路和借鉴。

Abstract:In this study, the planning and construction of urban rail transit express lines in Shenzhen are outlined to solve the problem of inconsistency between the planning goal and construction effect during the planning and construction of urban rail express lines in China, and the Shenzhen metro line 11 is taken as an example. The impact of express lines on the urban spatial structure, employment, housing, and development along the line, the connectivity of express line networks, and the standards and construction effects of express lines are analyzed. The construction and operation of Line 11 are found to promote the westward movement of the city center, optimize the land use properties along the line, strengthen group connections, accelerate network integration, achieve a 30-minute connection between the central city and airport, and ensure the integrated development of the express line to the city. Based on this foundation, in this study, the construction of an urban rail transit express line is proposed to match the spatial structure of urban planning, be synchronized with urban development and construction, and focus on the connection of the network. Moreover, the construction standard of the express lines needs to be urgently improved, and restrictive development proposals should be established. Therefore, this study provides ideas and references for the construction and development of the Shenzhen and other urban rail transit express lines.
