| Abstract: | In view of the action of departure from the rules in preventing collisions at sea, this paper, on the basis of the provisions of No. 2 articl "Responsibility" of "The International Regulation for Preventing Collisions at Sea 1972", makes a systematical analysis regarding law character, condition, an opportunity moment, principle of departure from the rules, and makes amendments to No. 2 artice "Responsibility". |
