| 摘 要： | 在中央新疆工作座谈会和交通运输部开展对口援疆性质的公路项目代建制背景下,结合公路建设代建制所体现的"投资、建设、使用"相分离的特点,分析新疆公路建设和管理现状,认为代建制有利于提高自治区公路建设和养护管理专业化水平。

| Abstract: | According to the Xinjiang Work Forum by Party Central Committee and the agent construction system to support Xinjiang by Ministry of Transport,and combined with the characteristic of highway agent construction system in which investment,construction,and usage are separated,this paper analyzes the status of highway construction and management in Xinjiang.It is thought that agent construction system is beneficial to improve the professional level of highway construction and maintenance in autonomous region. |
