试论水上交通事故刑事责任追究的严格和强化

多年来，我们国家在追究水上交通事故的刑事责任方面上，存在实际追究偏少、定罪存在混乱与处罚失衡等问题。产生这些问题的原因包括认识上的不足、立法设定不当、概念界定不清、处理目的存在偏差、缺乏具体的定罪和处罚标准等。在当前水上交通安全的严峻形势下，需要针对产生这些问题的原因，采取加强认识、完善立法、制定具体的定罪和处罚标准、强化管理监督等强有力的措施，严格和强化水上交通事故刑事责任的追究。
