| 摘 要： | 本文分析了高速公路的经济特性,高速公路不仅具有公共产品的公益性,还具有私人产品的商品属性,并且由于高速公路的网络特征,还具有自然垄断行业的特点。因此,要根据高速公路的这些属性开展商业化和市场化运作,并以此确定收费原则。

| Abstract: | This article mainly analyzed the economic features of highway,which not only contain the good like public products,but also the commodity like private properties.In addition,the highway also bears the feature of monopoly because of the network property.There fore,all the commercial and market-oreinted measures should be set taileved to these features,and so are the charging principles. |
