摘    要:道路联通是实现新丝绸之路经济带"政策沟通、贸易畅通、货币流通、民心相通"合作方针的基础。文章通过搜集《2013-2018》中国统计年鉴相关数据,构建指标体系,分别采用数据包络模型(DEA)和Malmquist方法从静态和动态两个角度,对新丝绸之路经济带境内段沿途14省的交通运输效率进行评价。静态评价结果显示,青海、四川、云南出现了交通运输效率DEA非有效。对其运用Mlamquist指数变化及分解动态评价结果显示四川省代表交通运输效率的全要素生产率最低,通过对这一结果深入分析发现,引起全要素生产效率排名靠后的主要原因是技术水平变化。在此基础上提出相应的改进建议,包括:改善贸易环境,增强贸易摩擦应对能力;实现交通基础设施投入区域化;重视交通基础设施运营能力的培养,以期提升我国新丝绸之路经济带上沿途省份的整体交通运输效率。

Abstract:Road connectivity is the basis for implementing the cooperation policy of"policy communication, unimpeded trade,currency circulation and people-to-people connectivity"of the new silk road economic belt. This paper collects the relevant data of the 2013-2018 China Statistical Yearbook, establishes the index system, and applies the DEA method and Malmquist method to analyze and evaluate the transportation efficiency of the fourteen provinces along the Silk Road Economic Belt from both static and dynamic perspectives. The static evaluation results show that the transportation efficiency DEA invalidity occurs in Qinghai, Sichuan,Chongqing as well as Yunnan for successive years. Using Malmquist index changes and decomposition dynamic evaluation, the results show that Sichuan Province has the lowest total factor productivity representing transportation efficiency. Through an in-depth analysis of this result, it is found that the main reason for the lower ranking of total factor production efficiency is the change in technology level. Based on this, corresponding improvement suggestions are proposed, including improving the trade environment and enhancing the ability to respond to trade frictions;realizing the regionalization of transportation infrastructure investment;attaching importance to the cultivation of transportation infrastructure operation capabilities, to improve China’s new Silk Road economic belt Province’s overall transportation efficiency.
