| 摘 要： | 危险品运输预警应急指挥的实施首先是机制的建立.文中从危险品运输应急管理现状入手,分析了建立预警应急联动机制的必要性,探讨并建立了我国道路危险品运输预警应急联动的总体框架,并具体分析了四级响应方案.提出了该机制正常运行的保障措施.

| Abstract: | In order to implement the early warning and emergency command for transportation of dangerous goods,the first step is to establish corresponding mechanism.This article starts with the present situation of transportation management of the dangerous goods,analyses the necessity of establishing early warning and emergency interaction mechanism,in addition,discusses and designs holistic framework of road transportation of dangerous goods in China,analyses four-level response scheme in details,and finally,discusses how to make ensure that the mechanism is implemented fully. |
