工程施工合同管理存在的问题及对策

随着《中长期铁路网规划》的实施，铁路工程建设迎来高速发展期，面对这繁重的建设任务，做好施工合同管理是保证工程质量、按时完成建设任务的前提。此文针对施工合同管理4个方面的特点，阐述目前施工合同管理中存在的主要问题，即Ⅰ类和Ⅱ类变更界定不清、甲供材料设备范围太大和供应不及时影响工期、甲供设备税金重复缴纳、建设单位管理费超支、达不到投资检算效果、补充合同签认不及时。通过对存在问题的分析，提出加强施工合同管理可采取的5个方面的对策与措施，促进施工合同管理水平的提高。

Problems and countermeasures of project construction contract management

With the implementation of long- term railway network planning, the railway engineering construction is in the high speed development period. Facing the heavy construction tasks, completing the construction contract management is premise of guaranteeing the engineering quality and finishing the task of construction. Aiming at the construction contract management characteristics of the four aspects, this paper expounds the main problems existing in the construction contract management at present, namely the indistinct definition of class I and class II change too big and supply timely influences period, , the range of material and equipment supplied by party A is the tax of equipment supplied by party A reputedly pays, the construction unit management fee overruns, can not reach the check computation investment effect, the supplementary contract signs not timely. Based on the analysis of the existing problems, five aspects of countermeasures and measures to promote the improvement of construction contract management level are put forward.
