巩固发展提速调图成果不断深化内涵挖潜提效为推进和谐铁路建设作出新的贡献——在全路运输工作会议上的讲话

2006年铁路各项运输工作取得了显著成绩,实现了“十一五”良好开局。进入2007年,具有里程碑意义的第六次大面积提速调图顺利实施,铁路技术装备现代化实现重大突破,运输生产力布局调整深化发展,运输组织工作不断取得新成效,青藏铁路运营管理经受了重大考验,重点物资运输得到有力保障,客货运输服务质量进一步提升,运输安全保持相对稳定。2007年的后7个月,全路运输系统要建立完善提速安全保障体系,确保运输安全稳定;继续深化内涵扩大再生产,充分发挥新图效应;大力提高客货服务质量,努力塑造铁路新形象;紧紧围绕运输生产力发展,加快推进铁路现代化建设;大力提高干部职工素质,适应和谐铁路建设新要求。

Consolidate and Develop the Achievements of Adjustment on Speed-up TOD,Exploit Potential,Improve Efficiency,Make New Contribution to Construction of Harmonious Railway

In the year of 2006, China Railways has attained significant achievements in terms of various transportation tasks, setting a good beginning for the development stage of the 11th Five-year Plan. After stepping into 2007, adjustment on train diagram for the six round large-scale speed-up campaign has been carried out successfully; modernization of railway technical equipment achieved remarkable breakthroughs; distribution of transportation productivity was further improved; transport organization was greatly optimized; operation and management of Qinghai- Tibet Railway showed good result since its opening; transport of key resources was firmly ensured; quality of freight and passenger transport service was enhanced and transport safety was maintained at a steady level. In the remaining seven months of 2007, China Railways shall establish and improve the safety security system for the speed-up campaign to ensure transportation safety; further expand the connotation-oriented extended reproduction and fully exert the role of the new train diagram; vigorously enhance the quality of freight and passenger transport service to build up a brand-new image of China Railways; focus on promoting the transportation productivity to accelerate modernization of railway; improve the quality of both cadres and employees to meet the demands of harmonious railway construction.
