Mass Transportation Planning Legislation in the U.S. and Policy Implications

This paper is an overview of legislation and regulations that dealt with urban mass transportation planning passed in the 1960s in the U.S. as well as an exploration respective driving forces behind each of the legislation and regulations. The author believes that they are the principal factors that shaped the mass transportation planning process of today in U.S. and deeply affected what has been achieved in the field ever since. The author thus suggests that, legislation and the driving forces behind it play an important role in mass transportation planning and as a planner, legislator or policy maker, one should recognize this and appropriately use legislation as a means to reach his planning or policy goals.
