产学研一体化科技创新平台运行失败原因分析与控制对策

摘    要:
以高速铁路建造技术国家工程实验室为背景,通过故障树分析,识别了导致产学研一体化科技创新平台运行失败的16种原因,确定了其中的7个关键原因,分别是:①缺乏足够高素质的研发人员,②经费投入不足,③缺少足够先进研发设备、设施,④缺乏有效的科技创新人才培养激励机制,⑤缺乏有效的科技创新激励机制,⑥未有效调动研发人员的积极性、主动性和创造性,⑦未建立有利于科技创新的组织文化;基于对高速铁路建造技术国家工程实验室运行情况的初步判断,得出了该产学研一体化科技创新平台运行失败的概率为16%的结论;提出了建立健全创新平台经费保障机制、人力资源保障机制、人力资源激励机制、设备和信息保障机制的思路和对策.
