| 摘 要： | 港口岸线具有"稀缺性"的天然禀赋,它是港口发展重要的物质基础。然而,大多数岸线的使用者仅把岸线当成无需成本的"免费"资源,造成了大量的浪费。介绍了国内外的对岸线资源价值利用的研究现状。阐述了岸线有偿使用的实例和港口岸线收费的依据,着重阐述了如何实施岸线有偿使用的价值实现,可供参考。

| Abstract: | The port's shoreline resources have the characteristics of scarcity.They are important material foundation for port development.But most of the users regard them as free resources and caused large waste.This paper introduces the research status of the usage of the shoretine resource value at home and abroad at present,states examples of paid usage of shoreline and the basis for charging on the shoreline.Especially it states how to realize paid usage of port's shoreline,which could be referenced. |
