| 摘 要： | 考虑到城市防灾救灾的需求，提出了基于减灾的交通系统规划、设计与管理的方法。分析了灾害对城市及交通系统的影响，引出了灾害、防灾、救灾、减灾、城市生命线系统和交通生命线的基本概念。综合考虑平时和灾时对交通系统的需求，提出了减灾思想及冗余设计理念，阐明了以减灾为目的的城市规划和交通系统规划、设计与管理的重点内容。其中基于减灾的城市交通系统管理，从技术、政策两个层面分别提出了灾时交通管理系统以及交通响应模式。最后从法规教育、防灾意识、防灾准备三个方面总结了防灾减灾的社会保障体系。
