摘    要:在阐述了高速公路紧急事件管理系统实施效果评价的含义和意义的基础上,分析系统结构特点及影响其实施效果的各因素,构建了多层次的评价指标体系,并针对此评价指标繁多且不易量化等特点,应用模糊数学理论建立了既全面考虑又兼顾重点的系统实施效果模糊综合评价模型。该模型应用集值统计法确定评价指标集,采用三角形隶属度函数,得到实施效果评价矩阵;通过层次分析法确定多层指标权重。算例中对北京某高速公路紧急事件管理系统实施效果评价的计算结果为77.21,实施效果综合评价结论为"较好",与实际相符,说明所提出的模型能对系统实施效果做出合理的评价。

Abstract: On the basis of analysis of meaning and significance of implementing effect evaluation for expressway emergency management system, multi-layer evaluation index system were proposed by analyzing the characteristics of system structure and factors that influence the implementing effect of the system. Considering the variety  and quantification difficulty of the indexes, a comprehensive and intensive fuzzy comprehensive evaluation model was established by fuzzy mathematics theory. This model defines the evaluation index system by set-valued statistics, gets the evaluation matrix by triangle membership function, and confirms the multilevel index weights by AHP. The calculation result of implementing effect evaluation for  an expressway emergency management system in Beijing is 77.21, corresponding “good” degree of the comprehensive evaluation conclusion. In compliance with the reality, this result demonstrates that the proposed model can make a reasonable evaluation for the actual system.
