加强政府职能转变 提高海上搜救水平

海上搜救作为一种国家组织实施的公益性事业．是国家应急管理体系的重要组成部分，体现政府的应急处理能力，我国正在积极构建社会主义和谐社会，对海上搜救工作提出了更高的要求。目前我国海上搜救工作在取得明显成效的同时，存在立法滞后、设施设备不成系统、公共服务产品缺乏等诸多问题。“必须按照政府职能转变的要求，从加快立法进度、推广宣传教育、完善基础设施、发挥海事主导作用等方面，努力提供人民群众满意的海上搜救公共服务产品。

Strengthen the Transformation of Government Functions and Raise the Capability of Maritime Search and Rescue

Maritime Search and Rescue, as a public service provided by the government, is an integral part of the national emergency management system, reflecting the ability of the government in handling emergent situations. China is intensifying its efforts in building a harmonious Socialist society, which requires a highly efficient Maritime Search and Rescue service. We have made remarkable progress in it though there are still problems to be solved: the sluggish legislation in Maritime Search and Rescue, unsystematic equipments and facilities, and the shortage of public service products, etc. We should work hard to supply the public-satisfied Maritime Search and Rescue by accelerating legislation, raising public awareness, improving infrastructure and bringing the dominant role of Maritime authority into full play.
