| 摘 要： | 在研究了城市灾害应急能力评价指标体系模型设计的原则及构成的基础上,针对现有评价方法的不足,应用AHP-Delphi集成的方法构建城市灾害应急能力评价指标体系.采用Delphi法确定了城市灾害应急能力评价指标体系因素集,采用AHP法构建了系统结构层次递阶图,将复杂的评价指标体系因素分解,直观地反映系统内部因素之间的相互隶属关系,并对各指标因素的权重计算.引入了平均随机一致性指标值,对判断矩阵进行了一致性检验,达到满意的结果.通过实验,表明采用AHP-Delphi集成方法构建城市灾害应急能力评价指标体系模型的适用性及科学性.

| Abstract: | Urban disaster response capacity evaluation index system is produced by means of AHP-Delphi integration methods.Urban disaster response capacity evaluation index system factors are set by Delphi,the graph of system layers is formed using AHP,the complex evaluation index system factors are analysed.The test results demonstrate the applicability of this model. |
