道路客运运力调控决策参考模型研究

客运运力与运量的平衡发展是城市道路运输系统优化的重要目标与评价标准之一。运力增长与运量增长的特性不同,运输供需的平衡是暂时的,不平衡是常态的,城市道路公交、班线客运和出租车客运因此均存在与运输需求相匹配的运力投放控制的问题。该文通过对运力调控进行研究,研制决策参考模型,以根据实际需要,利用模型的测算结论增减运力,对完善道路客运市场秩序、保证公众和经营者利益、避免运输资源不足和过度闲置,以及建立和谐的旅客运输系统都很有积极的指导意义。
