| 摘 要： | 该文通过对国内工程建设项目安全管理现状进行的分析,定义了"融合式外部监管"的概念。通过对安全管理组织机构的改进和安全管理流程的再造,建立了基于融合式外部监管的工程建设项目安全管理范式,并具体说明了相应的工作内容和方式。
