就思想政治教育活动组织、实施、调控等角度而言，思想政治教育即思想政治教育主体。思想政治教育主体的有效性，集中体现为思想政治教育的有效开展对教育主体主体性的要求。这种主体性体现于思想政治教育的实践活动中，但它却决定于思想政治教育主体的主体意识和主体素质。思想政治教育主体所应具有的主体素质包括政治素质、人格素质、理论素质和能力素质四个方面。
