摘    要:太浦河工程是太湖流域防洪除涝综合治理十项骨干工程之首 ,太浦河工程在建设过程中两落两起 ,历经两次大水灾 ,充分体现出流域防洪治理的复杂性和艰巨性 ,防洪工程的建设刻不容缓 ,防洪工程的减灾效益非常巨大。防洪工作必须实行全面规划、统筹兼顾、蓄泄兼施、综合治理 ,把兴利与除害、防汛与抗旱有机地结合起来。太浦河工程具有泄洪、供水等多项功能 ,它对上、下游和左右岸的影响是多方面的 ,如何做好太浦河工程调度 ,最大限度发挥它的综合效益 ,减小它的不利影响尚需不断总结经验、深入研究

Abstract:Taipuhe Project is the chief of ten key projects for comprehensive treatment of flood control and waterlogging in Taihu Lake valley.Taipuhe Project is up twice and down twice in the construction course,and has two large floods.It fully shows the complex nature and formidableness of flood control treatment in the valley,the construction of the flood control project is a task which brooks no delay and the benefit of reducing calamity in flood control project is very large.The flood control work must carry out all rond planning overall consideration,store and outlet construction must be simultaneously made,comprehensive treatment.At the same time,it shall combine organically water conservancy projects with calamity elimination and flood control with drought resistant.Taipuhe Project has multi items of function,such as flood discharge and water supply etc.It influences on upper and down reaches as well as left and right banks in many aspects.How to well do the management of Taipuhe Project,bring the comprehensive benefit into full play and reduce the unfavorable influence is necessary yet to summarize experience and study well.
