关于江苏省高速公路绿色服务区后评估及管理制度的思考

本文根据江苏省不同区域的差异性,对已建高速公路运营期内的绿色服务区进行后评估,将项目实施过程及项目完成后的最终成果与项目决策时确定的各项目标进行全面系统的对比。通过系统地分析经济、社会、使用性、环境及经营管理等目标的影响程度,从中探索构建出高速公路绿色服务区项目后评估指标体系,并采用层次分析法为体系提供计算支持,最终对高速公路绿色服务区进行后评估研究,同时为保障绿色服务区的正常运营制定了相对应的管理制度。

Some Thoughts on the Post-evaluation and Management System of Expressway Green Service Area in Jiangsu Province

According to the differences of different regions in jiangsu province,this paper makes a post-evaluation of the green service areas in the operation period of the built expressway,and makes a comprehensive and systematic comparison between the project implementation process and the final results after the completion of the project and the goals determined in the project decision-making. Through a systematic analysis of the economic,social,sexual,environment and management of the target,which build up the highway green service area after project evaluation index system,and USES the analytic hierarchy process(ahp) to provide computational support for system,finally after evaluation of expressway service area green is studied,at the same time in order to guarantee the normal operation of the green service area formulated the corresponding management system.
