中欧铁路标准体系差异及海外铁路项目对策分析

摘    要:从中欧不同的标准起源开始,对中欧铁路标准分别进行简要介绍,并分析中欧铁路标准差异。以铁路通信信号领域标准为主要关注点,分析中外铁路工程项目执行差异,将海外铁路工程项目划分为初步设计阶段、详细设计阶段、安装调试阶段、和测试验收阶段4个通用性阶段,描述了各阶段的主要任务。最后,基于工程项目实际,分析标准体系差异对海外项目实施的影响,给出相应的对策,供海外项目参考,希望帮助提升海外项目的整体管控能力,助力"一带一路"。

Abstract:Starting from the origins of diff erent standards in China and Europe,the paper briefl y introduces the railway standards of China and Europe respectively,and analyzes the diff erences between them.Focusing on the standards in the fi eld of railway communication and signalling,this paper analyzes the diff erences in the implementation of railway engineering projects between China and foreign countries,divides overseas railway engineering projects into four generic phases:preliminary design phase,detailed design phase,installation&commissioning phase,and test&acceptance phase,and describes the main tasks of each phase.Finally,based on the actual engineering projects,this paper analyzes the impact of the diff erences in the standard system on the implementation of overseas projects,and puts forward corresponding off setting measures for the reference of overseas projects,hoping to help improve the overall management and control ability of overseas projects and support“the Belt and Road”.
