雅万高铁项目产品准入国际互认实施方案研究

摘    要:通过阐述印度尼西亚铁路机车车辆产品、工务产品及通信产品的认证与要求,分析雅万高铁项目主要产品来源,研究并选取预应力混凝土铁路桥简支梁作为雅万高铁典型产品,进行产品认证实施方案研究。根据相关国外铁路项目的产品认证实施经验,结合我国铁路产品认证制度,对照印度尼西亚的实际情况,以预应力混凝土铁路桥简支梁产品为例,分析两国产品认证存在的差异问题,并提出相应的解决方案,从而为认证实施方案的策划提供依据。策划认证实施方案,完成雅万高铁预应力混凝土铁路桥简支梁产品的认证实施规则。

Abstract:This paper looks at the certification of and requirements on Indonesian rolling stock,track and communication products,examines the main product sources of Jakarta-Bandung HSR Project,chooses simplesupported beams of pre-stressed concrete railway bridges as the typical products of the railway,and carries out a research on the implementation schemes of product certification.Based on the experience of product certification implementation of foreign railway projects,combined with China’s railway product certification system and the actual conditions of Indonesia,this paper takes the products of simple supported beams of pre-stressed concrete railway bridges as an example,looks into the differences in product certification between the two countries,and puts forward corresponding solutions,so as to provide a basis for the preparation of certification implementation schemes and the certification implementation rules for simple supported beams of prestressed concrete railway bridges of Jakarta-Bandung HSR Project.
