国内外铁路产品准入管理制度研究

按照铁路产品准入制度的完善程度,分类研究国外铁路产品准入相关法律法规及制度,并对我国的铁路产品准入机制进行阐述。通过对比分析,从标准、认证、检验检测等合格评定层面提出铁路"走出去"产品国际互认方案建议,针对不同国家和地区的具体情况,各有侧重的开展以下工作:(1)参与国际标准制修订、认证机构双边合作并建立分支机构、依据国际标准开展检验检测以及通过国际比对进行能力验证;(2)通过具体项目推动铁路产品认证及检验检测互认应用;(3)本着"互利共赢"的指导方针,实现我国铁路产品从标准体系、产品认证到检验检测等各项准入关键技术的全套输出。

Admission Management System of Railway Products in China and Other Countries

According to the maturity of railway products and access system,this paper classifies and looks into the relevant laws,regulations and systems concerning access into railway products markets in other countries,and the access mechanism of railway products in China.Through comparative analysis,this paper puts forward suggestions on developing international mutual recognition schemes on go-global railway products from the aspects of standards,certification,inspection and testing.According to the specific conditions of different countries and regions,it suggests following work,with their respective emphasis,be carried out:(1)Chinese companies should participate in the formulation and revision of international standards,be involved in bilateral cooperation between certification bodies,establish branches overseas,carry out inspection and testing according to international standards and evaluate their capacities through international comparison;(2)they should promote the application of mutual recognition and utilization of railway product certification,inspection and testing through specific projects;(3)they should realize the complete export of key Chinese access technologies of railway products,such as standard system,product certification,inspection and testing,in line with the principle of“mutual benefit and win-win results”.
