摘    要:在简要介绍铁路防灾减灾应急管理系统的基础上,重点探讨利用北斗卫星系统(BDS)高精度快速定位和特有的短报文通信功能,将其与铁路行业防灾减灾服务需求相结合,应用到铁路线路、桥梁、隧道等基础设施的野外监测和管理中。同时,铁路北斗卫星通信系统首次将卫星通信方式引入铁路行业数据的传输链中,并创新性地打通了北斗卫星系统与现有铁路综合IT网(TMIS网)之间的数据交换机制,在移动信号实现覆盖的区域内,建立卫星数据与互联网数据的双向交换通道。

Abstract:Built on the review of the railway emergency management system for disaster prevention and mitigation, the paper focuses the discussion on the application of Beidou satellite system’s highly-precise and fast positing and short message communication to the on-site monitoring and management of railway track, bridge, tunnel as well as other relevant infrastructure, so as to meet railway’s requirementd for disaster prevention and mitigation. The application of Beidou communication marks the introduction of satellite communication to railway data transfer for the first time. Within the coverage of mobile signal, the bi-direction data exchange channel connecting satellite system and railway’s integrated IT network (TMIS network)– or the internet at large – is created in an innovative fashion.
